In June, IRCC made changes to the Comprehensive Ranking System (CRS) that changed both what candidates receive points for, and how they are ranked in the Express Entry pool. Previously, any candidate who scored at the minimum cut-off CRS score or above received an invitation to apply for permanent residence (ITA). Now, candidates are ranked not only on their CRS score but also on the date and time that they submitted their profile to the Express Entry pool.

IRCC decides how many ITAs it will issue in each draw, in this each 2,000. The minimum CRS score is 458 because the 2,000th highest-ranking candidate in the pool scored 458. However, many candidates have 458 CRS points. In order to limit the draw size to 2,000, IRCC now also sets a tie-breaking rule.

If more than one candidate has the lowest cut-off score, the cut-off is based on the date and time they submitted their Express Entry profiles. The tie-breaking rule for this draw is October 23, 2017 at 15:58:27 UTC.

So, if you are in the Express Entry pool and have more than 458 CRS points, you will receive an ITA. If you are in the pool and have exactly 458 CRS points, and submitted your profile before October 23, 2017, you will receive an ITA.

However, if you have fewer than 458 points, or have exactly 458 points but submitted your profile after October 23, 2017, you will not receive an ITA in this draw.
