MANITOBA ANNOUNCES NEW PROVINCIAL IMMIGRATION STREAMS | CANADA IMMIGRATION

FREE ASSESSMENT FOR MANITOBA PROVINCIAL NOMINEE PROGRAM

The Manitoba Provincial Nominee Program (MPNP) will be experiencing some significant changes in the new year! Existing programs will be changed, and new pathways to permanent residence in the prairie province will open up.

Currently, the Manitoba Provincial Nominee Program (MPNP) operates three distinct programs, grouped under two streams:

  1. Skilled Worker Stream:
    * Skilled Workers in Manitoba
    * Skilled Workers Overseas
  2. Business Stream:
    * MPNP for Business (MPNP-B)

 

The ‘renewed’ MPNP will operate seven distinct programs, grouped under four streams:

  1. International Education Stream
    * Career Employment Pathway
  2. Business Investor Stream
    * Entrepreneur Pathway
    * Farm Investor Pathway
  3. Skilled Workers in Manitoba Stream
    * Manitoba Experience Pathway
    * Employer Direct Recruitment Pathway
  4. Skilled Workers Overseas Stream
    * Manitoba Express Entry Pathway
    * Human Capital Pathway

The ‘renewed’ MPNP will also feature a regularly updated In-Demand Occupations list. Some of the pathways will require work experience in one of these in-demand occupations as an eligibility requirement.

 

TIMELINE FOR EXPECTED CHANGES

The MPNP has also released a planned timeline to implement these changes and launch the new programs.

EFFECTIVE DATE – CHANGE

Immediately – In-Demand Occupations list used to prioritize Expressions of Interest (EOI) for inviting applications from the Skilled Worker Overseas stream

Immediately – “MPNP-B” replaced by new Business Investor Stream

Jan-18 – New Skilled Worker Overseas Stream – Manitoba Express Entry Pathway criteria in effect

Jan-18 – Skilled Worker Overseas Stream – Manitoba Express Entry Pathway EOI draw

Q1 2018* – Renewed Business Investor Stream (BIS) criteria in effect

Q2 2018* – New International Education Stream (IES) criteria in effect

Q3 2018* – Technical changes to MPNP Online application system

Q3 2018* – Renewed Skilled Worker Overseas Stream criteria in effect

Q3 2018* – Renewed Skilled Worker in Manitoba Stream criteria in effect

RENEWAL DETAILS

IN-DEMAND OCCUPATIONS LIST

The MPNP will maintain an In-Demand Occupations list, which will be used as a guide to help inform candidates in Manitoba’s Expression of Interest pool which applications will be prioritized.

BUSINESS INVESTOR STREAM

The new Business Investor Stream (BIS) will replace the current MPNP-B, and will allow Manitoba to recruit qualified business investors and entrepreneurs.

The Entrepreneur Pathway will be for applicants seeking to open a business in Manitoba, while the Farm Investor Pathway will be for applicants intending to establish and operate a farm in rural Manitoba.

INTERNATIONAL EDUCATION STREAM

A new International Education Stream (IES) will provide a pathway to permanent residence for international students graduating in Manitoba, who are working in occupations aligned with the In-Demand Occupations List.

SKILLED WORKER OVERSEAS STREAM

The Skilled Worker Overseas Stream (SWO) is for international skilled worker applicants with in-demand skills.
The Human Capital Pathway is for international skilled workers with skills aligned with the In-Demand Occupations list.
The new Manitoba Express Entry Pathway will offer a pathway to permanent residence in the province to candidates in the federal Express Entry pool with experience in an In-Demand Occupation.

 

SKILLED WORKER IN MANITOBA STREAM

The Skilled Worker in Manitoba Stream (SWM) will provide a pathway to permanent residence for candidates already in the province.
The Manitoba Work Experience Pathway will be for temporary foreign workers in the province, international students who graduated outside of the province, and international students who graduated in Manitoba and who are working in jobs not on Manitoba’s In-Demand Occupation List.

The Employer Direct Recruitment Pathway will allow pre-approved Manitoba employers to ‘sponsor’ foreign workers with a job offer for permanent residence.

 

IN-DEMAND OCCUPATION LIST

Many of the new programs under MPNP will require candidates to have work experience or training related to the In-Demand Occupation List. This list will be regularly updated to reflect Manitoba’s labour market demands, so interested applicants should keep a close eye on it.

The In-Demand Occupation List identifies occupations by their National Occupational Classification (NOC) codes. The minimum language proficiency required to apply to any of these programs depends on the NOC code you are claiming.

There may be some variations depending on the program you are applying to, but in general, the minimum required language proficiency is:

  1. CLB/NCLC 7 for Regulated Occupations
  2. CLB/NCLC 6 for Compulsory Trades
  3. CLB/NCLC 5 for all other NOC 0, A, or B occupations
  4. CLB/NCLC 4 for NOC C or D

 

MANITOBA EXPRESS ENTRY PATHWAY

The new Manitoba Express Entry Pathway should excite many candidates in the Express Entry pool. It is expected to launch by January, 2018, with the first draw happening the same month. Since Express Entry profiles remain active for 12 months, many of the candidates currently in the pool stand to benefit from this program.

Express Entry candidates who successfully apply to this program will receive a provincial nomination and an additional 600 Comprehensive Ranking System (CRS) points, virtually guaranteeing they will receive an invitation to apply for permanent residence in the next Express Entry draw!

More information about all of these changes is expected to be released in January, 2018.
